Before you order
PetSmart says girth is measured at the widest part of your dog's chest.
Different brands cut different sizes, so a Medium here is not a Medium elsewhere. Match the chest number every time. The fit check takes a minute once it arrives.

Questions
What size PetSmart general dog harness should I get?
Match your dog's chest girth to the chart on this page. PetSmart's chart does not give a rule for in-between dogs. The girth ranges overlap, so check the product page of the exact harness you are buying.
Does this chart apply to every harness PetSmart sells?
It is PetSmart's general chart. Individual brands and models on its site can have their own ranges, so the number on the product page wins.
How do I measure chest girth?
Stand your dog and wrap a soft tape around the widest part of the ribcage, just behind the front legs. Keep it snug, with room for two fingers.
